entitled to the gratuity, allowance, pension, or benefit as the case may be, but shall be entitled to bonelit under this Scheme only to the extent, if any, by which the value of the benefits it confers exceeds the value of the gratuity, allowance, pension or benefit, as the case may be.
Values for the purposes of this Scheme shall be decided at their sole discretion by the Army Council, who may at the like discretion increase or diminish any of them if and whenever circumstances shall change, and there shall be no appeal from The decision.
(15) All payments under this Scheme shall be made out of monies voted by Parliament for Army services; and the method of their payment, whether directly by the War Office or through the medium of Contractors, or otherwise, shall be as may be arranged in each case by the Army Council.
(16) A payment under this Scheme shall not be capable of being assigued, charged, or attached, and shall not pass to any other person by operation of law.
(17) This Scheme shall have effect as from the third day of August, nineteen hundred and fourteen, and may be revoked or varied by a subsequent Scheme duty framed and approved in the
same manner.
(18) In the event of any question arising as to the right to compensation under this Scheme or as to the amount thereof, or as to the period during which it is payable, or as to the person or persons to whom it is payable or generally as to the applica- tion, interpretation or administration of this Scheme, the decision of the Army Council thereon shall be final. For the purpose of arriving at a decision the Army Council may appoint any person or persons to make enquiries and report to them on any question, and may set on such report or not act upon it, as they think fit.
The Schedule mentioned in paragraph (1) of this Scheme of persons, not being Officers or men of any of His Majesty's forces, employed on shore out of the United Kingdom whether directly or indirectly by or under the Army Council.
SCHEDULE.
(1) Persons employed on works services—
(a) Directly under the military authorities; or
(b) By War Department Contractors; or
(c) By approved Sub-contractors.
(2) Persons employed on railway or transport services.
(3) Surgical and dental mechanics, chemists, laboratory
assistants.
